South View Primary School moved to new premises in Crowland in September 2014. As GBSG had previously provided intruder alarms, fire alarms and CCTV when St Guthlac School had residence on the site, we were asked to tender by Mouchel for the design and installation of new systems, including the provision of a fire safety system, access control and an upgrade of the CCTV system.
Fire Alarm System
A new fire alarm installation was required to cover the main school and the sports hall and a second system was fitted in the children’s centre. These fire alarm systems are designed to conform to British Standard BS5839-1:2013, category L4 with the alarms connected to independent monitoring to obtain a fire brigade response on the event of an activation. For conformance, fire alarm control panels were located in the entrance lobbies to the main building and manual call points were installed on exit routes, staircases and against all exit to air (i.e. any external door). In addition, automatic fire detection was installed on the exit routes and those areas deemed to be high risk, including plant rooms and sprinkler rooms, and warning devices were fitted throughout the property.
Upon activation, the fire alarm system is programmed to automatically carry out the following:
Activate all warning devices to sound/flash;
Isolate gas service supplies;
Isolate all air handling equipment;
Return the lift to ground floor level and prevent further use;
Release the access controlled doors.
In addition, the system is programmed to monitor the sprinkler system.
The main school fire alarm is controlled by an analogue addressable panel, which displays any activation or fault on an LCD display. The benefit of this panel is that school staff are able to see which detector has alarmed, allowing incidents to be managed quicker and more efficiently, rather than relying on staff systematically searching areas of the building to identifying the cause of the alarm.
In the event of a mains failure, the fire alarm system is designed to operate from automatically recharged batteries for the maximum period when the building is unattended, plus the system in full alarm condition for 30 minutes.
To support the installation we have a maintenance agreement in place with the school whereby the alarm is systematically tested to ensure that all detection devices cause alarm and fault conditions, that the sounders levels are recorded and the control panel functions accordingly.
An added feature requested by the school has been that all of the automatic smoke detectors installed on the stage and in hall areas are capable of isolation. This allows the local amateur dramatics when carrying out production to use pyrotechnics and smoke generators, preventing their special effects calling out the local brigade.
In total three intruder alarms systems have been installed across the site and coverage is achieved via passive infra-red / microwave dual technology detectors. These devices are designed to detect physical movement in conjunction with that of a heat source to generate an alarm. To comply with industry directives the systems are set/unset using a proximity tag.
As is the case with the fire alarm system, the intruder alarms are connected to independent monitoring to obtain a police response in the event of an activation.
Access control was fitted to those doors that are externally accessible, which means that members of the public are not able to access the building unless they are granted access. All visitors must report to reception and it is the reception staff who allow persons into the main school area.
After being awarded the contract we upgraded and expanded the existing CCTV system so that CCTV cameras are now located both externally and internally. During school hours, the monitoring of the CCTV cameras is undertook by reception staff and for this purpose, we placed appropriate monitoring screens in the reception office.
